I am 19 y/o and want to know that is their any chance or increasing height ? Should I consult pediatric endocrinologist?

No specialist can help you with your height issues, given that you have crossed 18.
When the growth plates situated near your long bones are still active, they allow lengthening to take place in long bones, which in turn affects your height.
But when the phase of your puberty ends, the hormonal changes can also result in growth plated becoming hardened/inactive, so now the lengthening of required bones doesn't takes place.
