Consistently Low Beta hCG After Intercourse – Is Pregnancy Ruled Out?

I had intercourse on 24th march, beta hcg level on 18th April was 0.10 again on 28th April it was 0.10, on 10th may it was 0.09 and on 21st may it was 0.10. Is there any chance of pregnancy or can the pregnancy be completely ruled out?
