How can I clear up dry skin for good?

Hello i have dry skin on face that peels snd has flare ups if i dont put lotion and i think its not a fungus because ive used creams that didnt work i wanted to know how i can clear up the dry skin for good .

I had taken treatment of scabies( from dermatologist)but some scrotum nodule are arises after 2nd week permerthrin cream application. Before treatment,it spread in my hand , fingers,feet,knee,genetial area , scrotum,penis and may be in head.I uses hot water in 1st application of cream but in next week normal water used. Due to live in PG in kota for study no hot water available (economical condn). washing clothes in normal water only sun is the last hope. Q) Washing clothes in hot water is compulsory?
