Dear ma'am, sun burn is different from sun tan. If you have sun burn then it will count as skin damage but will also go away on its own in most cases, you would need expert attention only if those burns led to blisters, became swollen, caused you a fever and feeling of excessive burning, made you feel dizzy, sick, or tired, and if it also induced a headache or muscle cramps as a result of sun exposure. Sun burn in all cases will make your skin red. Sun tan is different however, no matter how undesirable its appearance is, it still does not count as damaged skin, it's just your skin changing its color to protect you from the heat of sun, it doesn't sting or cause other symptoms. Since tan is not appealing to most people, therefore there are treatments available to reduce it as well, such as laser toning, chemical peel, microdermabrasion, and creams/other products. A skin care specialist will have a better idea about the state of your skin and will most probably point towards treatments which will give best results.
