Yes Refered pain .But other causes have to be ruled out . Get an examination done.

sometimes wisdom tooth infection and spread to the throat area too .antibiotics with warm water saline will help temporarily.

Its very common to have throat pain with an impacted wisdom tooth 
This is very common as the nerve supply is common for the throat and back molar teeth .
