I am a physiotherapist and as per your question it indicates its a fracture of neck of the femur   so in this case you need first consult orthopaedic doctor for joint replacement surgery  then after you need take physiotherapy to strengthen the hip joint muscles and to bring her walking pattern to normal state post surgery

At 70 years, Neck of femur fracture needs surgery. Depending on the pre injury activity level we can plan either Total hip Replacement or Hemiarthroplasty (Partial Hip Replacement)

Its better to operate as early as possible and make sure she is mobilised. Its not advisable to keep her on bed as she can start getting all sorts of complications like bed sores, Chest infections, UTI, DVT, PE Etc
