Definitely needs surgery. Either hemiarthroplasty or THR depending on joint surface status. Ideal for 70 yr old female THR is the best option if conditions are suitable for major surgery.

It may be Piles or fistula. Please do check if there is bleeding while passing stools. And consult a good Doctor. Homoeopathic medicines are also available for the same. There are very good results. Try to avoid junk food, oily food, spicy food. Take bland diet, milk, buttermilk, etc.

it can not be managed without surgery.  It will require partial hip replacement surgery.

2. replace with a prosthesis

I am a physiotherapist and as per your question it indicates its a fracture of neck of the femur 
so in this case you need first consult orthopaedic doctor for joint replacement surgery
then after you need take physiotherapy to strengthen the hip joint muscles and to bring her walking pattern to normal state post surgery

At 70 years, Neck of femur fracture needs surgery. Depending on the pre injury activity level we can plan either Total hip Replacement or Hemiarthroplasty (Partial Hip Replacement) 

Its better to operate as early as possible and make sure she is mobilised. Its not advisable to keep her on bed as she can start getting all sorts of complications like bed sores, Chest infections, UTI, DVT, PE Etc
