Hello Chandrashekar, the closest metropolitan city to Raipur is Mumbai. My opinion to you would be that you shouldn't get your sister's treatment done in B Grade Cities because of the following reasons:
They wont have very experienced doctors.
They would lack the advanced technologies that hospitals in major metro cities like Mumbai would have.
They don't have good clinical results on cancer patients.
